The video, which NBC6 has blurred, appears to show a dog submerged in the water and tied to cinder blocks.
The person who shared the video online also claims the dog was attached to a nearby sunken boat.
Miami Police have not publicly said how the dog died, who owned it, or how long it may have been in the water, but the images have sparked outrage.
“I think this is an incredibly cruel and inhumane act,” said Miami Commissioner Damian Pardo. “It’s incredibly disturbing because it’s sociopathic behavior.”

Pardo said he immediately contacted police.
In a statement, Miami Police said they are following leads to identify the person responsible.
NBC6 was there as city crews removed the dog from the dock. The cinder blocks and rope seen in the video were still at the scene.
“We have to do our best to investigate this as quickly as possible and bring the full authority of the law,” Pardo said.
