Jean Pierre Louis, 70, was arrested Thursday on a charge of leaving the scene of a crash involving damage to property, Broward Sheriff’s Office officials said.
The crash happened Monday in the area of Southwest 1st Street and Southwest 1st Avenue when the man in the wheelchair was struck by a van that was making a turn, officials said.
A surveillance camera captured the crash and showed the van hit the victim, causing the wheelchair to spin and hit the side of the van.

The driver spoke with the victim briefly then got in the van and left, authorities said.
The victim, Jorge Luis Gonzalez, who’s a double amputee, told NBC6 he was going to breakfast when he was struck.
“Spun me completely around,” he said. “I thought I was going to get killed because if my chair would have bounced off that sidewalk, I was going to be flipped over.”
