Fabian Izaguierrecepero, 26, was charged with indecent exposure and voyeurism.
During his court appearance on Wednesday, a judge set his bond at more than $25,000 and ordered him to be held on house arrest.
According to the Miami-Dade Sheriff’s Office, the incident happened on Monday, at around 3 a.m., when the girl told her father that she heard knocking outside her bedroom window.
An arrest report said that after looking at video security footage, Izaguierrecepero approached the house, exposed himself and began touching himself outside of the girl’s bedroom window.
Ring Camera video, obtained exclusively by NBC6, showed Izaguierrecepero outside a home in Cutler Bay lurking on Thursday.
The neighbor who recorded the video spoke to NBC6 in Spanish.
“My camera sounded, and I see him in the corner, and I don’t pay much attention,” he said. “I go back to sleep because I see he went away.”

Detectives said that on the same day, Izaguierrecepero returned to the home five different times and engaged in the same acts.
“The 12-year-old saw this individual, didn’t really make out what he was doing, but is now traumatized, for lack of a better word, the poor girl can’t even go to the kitchen by herself,” MDSO Det. Detective Luis Sierra said.
Detectives said surveillance video showed his car at a nearby gas station, and they were able to arrest him at his home, which was within a mile of the girl’s house.
This was not the first time Izaguierrecepero has done this.
Records show that he was previously arrested for video voyeurism after 17 different files were found on his devices that depicted minors engaging in sexual activity.
