Ralph N-Kosi Blue III, 18, was charged with two counts of aggravated battery with a deadly weapon and two counts of aggravated assault with a deadly weapon without intent to kill in the shooting, Broward County Jail records showed.
According to Hallandale Beach Police, on Saturday, officers arrived at a McDonald’s at 835 W. Hallandale Beach Boulevard after receiving a ShotSpotter alert with multiple victims.
An arrest report said that when officers arrived at the McDonald’s, they found the 11-year-old and her father, who were in their vehicle waiting for their food.
The father suffered a gunshot wound to his right hip, and his daughter suffered a gunshot to her head, the report said.
The two, the report said, were taken to the hospital, and doctors said that the girl sustained a gunshot wound to the head that entered her forehead and was lodged in the back of her head. Doctors also advised that removing the bullet would be detrimental.
Detectives also learned that there were two other children in the car when the shots were fired: a 5-year-old and a 2-year-old, who were uninjured.
During their investigation, detectives spoke to a McDonald’s employee who confirmed Blue’s Phone number and his Instagram profile, the report said.

Detectives then spoke with the McDonald’s manager, who reviewed surveillance video of the shooting that happened in the parking lot, and was able to confirm it was Blue who fired the shots.
In the surveillance video, Blue was seen walking to McDonald’s and kept looking behind him when another person got out of a parked car and started running toward Blue.
Blue then pulled out a gun and started firing shots as the other person hid behind a car. Blue then went into the McDonald’s, and the other man ran away.
Detectives said that when Blue fired his gun, the father and the 11-year-old, who were inside their car while they waited for the mom to pick up food, were injured
Blue was then arrested.
Police have not released details on the person who ran toward Blue.
The following statement from the local McDonald’s owner/operator was sent to NBC6:
“We are devastated by the shooting that occurred outside our restaurant this past weekend. Our thoughts are with the father and young daughter who were injured, as well as their family during this difficult time. The individual reported to be involved is no longer employed at our organization. We will continue to support the Hallandale Beach Police Department, including providing surveillance footage and any assistance needed for their investigation.”
