Zaccheus Zamon Scott, 34, of Palmetto Bay, and Antoinette McKay, 50, of Cutler Bay, were arrested Wednesday on one count each of child abuse with no great bodily harm, Miami-Dade jail records showed.
According to arrest reports, the alleged incident happened back on June 11 at St. Peters Missionary Baptist Church on Southwest 107th Avenue.
The victim, a 9-year-old boy, was at summer camp playing football with his siblings when a physical altercation ensued between him and one of the siblings, the reports said.
Both counselors intervened, and the boy said Scott put large orange cones over his head, causing him to have difficulty breathing, the reports said.
He said McKay then grabbed him by his ankles, pinning his back on the ground with his legs elevated as she held him down by his ankles on the seat of a chair, the reports said.

While being held down by McKay, he said he was slapped multiple times in the face and head by Scott.
The boy suffered ruptured blood vessels in his eye, a scratch on his face and swelling and bruising to his face, and he was later treated and released at Nicklaus Children’s Hospital.
Scott and McKay were booked into jail and both appeared before a judge on Thursday.
An attorney representing both Scott and McKay told the judge that the boy’s father kept bringing him to the camp after the alleged incident and said the father has numerous arrests including for child abuse.
The judge set their bonds at $1,500 each.
NBC6 has reached out to the church for a statement and was waiting to hear back.
