William Roa, 40, was arrested Tuesday on charges of aggravated assault on an official employee and criminal mischief, an arrest report said.
According to the report, the incident happened on March 5 when the Miami Beach Parking Department officer wrote a citation for a motorcycle that was parked illegally in the 200 block of Espanola Way.
About five minutes later, Roa, the owner of the motorcycle, left a nearby bar, saw the citation, became angry and confronted the officer, the report said.

Roa followed the officer around on his motorcycle for about 20 minutes, threatening to harm the officer, and a short time later, the officer found two of the tires on his city-issued truck were flat, the report said.
Officers later found surveillance video that showed Roa slash the tires with a sharp metal object, and the parking officer identified Roa in a photo lineup, the report said.
On Tuesday, Roa was arrested and booked into jail.
The report said Roa has a criminal history that includes 14 arrests in Miami-Dade involving carrying a concealed firearm, battery, obstruction and resisting.
