According to Miami police, officers were conducting surveillance in the parking lot of Centrum Health at 434 Southwest 12th Avenue when they witnessed the transaction at around 3:55 p.m.
An arrest report states that 65-year-old Frank Rodriguez-Diaz biked toward a group of people, had a short conversation, and then gave another man in the group, 58-year-old Raymond Vega, an unknown amount of money.
Vega then allegedly gave the money to 82-year-old Tomas Casanova, who got up from his spot by a tree, “reached into his right cargo shorts pocket and pulled out a white napkin” with crack cocaine rocks. He gave one rock to each man, police said.

An officer “gave the takedown signal” and all the men were taken into custody.
When an officer searched Casanova, a white paper napkin with 11 white rocks identified as crack cocaine were found in his pocket, along with $50, authorities said.
Casanova was charged with selling crack cocaine within 1,000 feet of a church or convenience store, crack cocaine possession and other drug charges.
Records show that Casanova was previously arrested in Miami-Dade in 2014 on charges of selling or possessing with intention of selling cocaine and oxycodone.
