Welchance was a passenger in the off-road vehicle, while Burdick was the one who drove, police said.

Surveillance video captured the off-road vehicle, which was not designed or registered for roadway use, making a left turn when it collided with an SUV that was traveling north.

The driver of the SUV sustained minor injuries, while the passenger was OK.

Body camera footage captured officers rushing to see who was injured.

One person was heard saying “Yeah, he’s barely breathing. “I don’t know if he’s still alive.”

Before the crash, surveillance video from a nearby gas station captured Burdick parking on the sidewalk, entering the store and getting multiple cases of alcoholic beverages, police said. He was seen stumbling while he was inside the store, and then got into his vehicle and left.
