A Miami doctor and his business were at the center of a U.S. House task force hearing on Tuesday looking into what lawmakers said could be the exploitation of birthright citizenship.

The business in question is Have My Baby in Miami, founded by its Chief Medical Officer Dr. Wladimir Lorentz. Lorentz’s clinic and four others in the U.S. are currently being investigated by the House Oversight Committee.

According to a news release, the House Oversight Committee believes Lorentz’s business and others are “exploiting birthright citizenship by explicitly marketing their maternity services to foreign expectant mothers who take advantage of the U.S. immigration system to give birth in the U.S., which gives their child U.S. citizenship.”

The business’ website and social pages appear to have been deactivated, but during Tuesday’s hearing, the chairman of the task force, Rep. Brandon Gill, was seen showing paperwork with visuals that stated the company’s website advertised over 2,000 deliveries of international patients, including how to obtain health insurance and housing.

“This is Have My Baby in Miami’s website,” Gil said. “On the front page of it, the last line of the commentary states, ‘Now, the dream of having a child in the United States is closer to reality than you ever imagined.’ Is this your website, Dr. Lorentz?”

Lorentz said he declined to answer on the advice of counsel, invoking his fifth amendment right for that question and all others.

He pleaded the Fifth.

In a statement to NBC6, Lorentz’s attorney said:

“Dr. Lorentz appeared [Tuesday] before the House Oversight Committee’s Task Force on Defending Constitutional Rights and Exposing Institutional Abuses in compliance with a validly issued congressional subpoena. Consistent with the advice of counsel, he respectfully declined to answer questions touching the subject matter of a pending federal investigation and invoked his rights under the Fifth Amendment to the United States Constitution. That invocation is a fundamental constitutional protection available to every citizen, and it is not, and should not be understood as, an admission of wrongdoing. Dr. Lorentz has not been charged with any crime.

Dr. Lorentz and the physicians comprising Miami Medical Concierge Services are highly qualified board-certified physicians who provide medical concierge services to patients, including patients who travel from other countries to receive care in the United States. They will continue to cooperate with a pending federal investigation and are confident that, in the end, they will be cleared of any wrongdoing. At this time, we are not in a position to discuss the scope or status of any pending federal investigation, and out of respect for the integrity of that process, we decline to do so.“

What is the purpose of the task force?

The House Oversight Committee’s Task Force on Defending Constitutional Rights and Exposing Institutional Abuses is part of the Trump administration’s crackdown on birth tourism, which refers to people who enter the United States on a “nonimmigrant visa for the purpose of giving birth on American soil.”

Birth tourism is already considered fraud and grounds to restrict a visa if someone seeks one specifically to obtain U.S. citizenship for a child. President Donald Trump has long wanted to end birthright citizenship, issuing a previous executive order declaring that children born to people who are in the United States illegally or temporarily are not American citizens. The Supreme Court struck down that attempt in June.

In August, the president tried again with a narrowed executive order that appeared to restrict automatic citizenship for specific categories of people, including children born to adults with connections to foreign embassies or organizations or to anyone considered an “alien enemy” of the United States.

The order also sought to deny citizenship to children born to adults who “engaged in a commercial transaction to purchase or access birthright citizenship,” and some families said they feared their children could be denied citizenship simply because they purchased airfare to come to the U.S. and got pregnant after they arrived.

But a federal judge blocked that latest attempt to limit birthright citizenship, granting a preliminary injunction against that executive order.

U.S. District Judge Deborah L. Boardman in Maryland on Wednesday issued the injunction until a class-action lawsuit brought by immigrant families and advocacy groups is resolved.

“The Supreme Court has spoken: Children in the certified class are ‘citizens at birth,’” Boardman, appointed by President Joe Biden, wrote in Wednesday’s .

How common is birth tourism?

The Trump administration has painted birth tourism as a widespread problem. There’s no official estimate of how many births can be considered “birth tourism” births, but an estimated 26,000 might fall into that category out of the roughly 3.5 million births in the U.S. every year, according to the Migration Policy Institute’s 2026 article.

Attorney Wilfredo Allen told NBC6 there’s another misconception about birth tourism: the protections it grants.

“Let’s say that you’re a tourist and you do give birth in the United States,” Allen said. “That child cannot keep you here. That child cannot give you any benefits. That child cannot help the parents become a U.S. citizen until that child turns 21, returns to the United States, establishes residency here, and then petitions for the parents.”

As for businesses advertising maternity services to those overseas, Allen said “they’re playing within the parameters or what’s legal, but really, they’re inducing somebody to do something with an illegal purpose on the road. Because the idea of coming here simply to give birth, that’s not the purpose of tourism.”
